A Multilevel Spatially Distributed System for Elimination of Medical-Sanitary Consequences of Emergency Situations

Purpose: The objective is to develop a structure of a multi-level spatially distributed measurement-information system enhancing
efficiency of elimination of medical-sanitary consequences of emergency situations at its different stages. Methods: Automation of
collecting, processing and analyzing data on victims, availability of current reserves of beds in medical institutions; decision making
support for doctors-rescuers when evaluating severity of victim condition; decision making support concerning evacuation of a victim
to central medical institutions; tele-medical monitoring of victim transportation; personnel information of a medical institution on
dynamics of a condition of an arriving victim. Results: The problems solved at elimination stages of medical-sanitary consequences of
emergency situations have been described; the ways to enhance their efficiency have been proposed. Each level of the system is used for
solving problems of a particular stage of consequences elimination: search of victims, non-invasive registration and estimation of vitally
important biomedical indicators, evaluation of severity of victim condition, triage, selection of medical institutions for evacuation,
transportation and prompt reception of a victim for rendering qualified or specialized medical aid at a medical institution. The system
efficiency is determined by reduction of time for problems solution at the elimination stages of medical-sanitary consequences, decrease
of error level of doctors-rescuers due to information support, increase of reliability of severity estimation of victim condition. The
system contains portable measurement-information systems of doctors-rescuers for automated evaluation of victim condition, mobile
information system of a head of rescue teams to solve problems of triage and selection of a medical institution for victims evacuation,
geo-information system for victims search in case of emergency situations which receives information from optic and infrared range
web-cameras, information system of a regional center for disaster medicine, information systems of medical institutions which provide
victims reception and rendering qualified or specialized medical aid. Practical relevance: The proposed structure of the information
system allows to reduce time and to eliminate errors of doctors-rescuers at the elimination stages of medical-sanitary consequences of
emergency situations as well as to enhance reliability of evaluation of victim condition severity and triage.
